Circle rate = the minimum government-assessed value on which stamp duty is calculated. Here's the sector-wise 2026 list and why it matters even if your deal is higher.

What circle rate is (and isn't)

It's the floor value for stamp duty computation — not the market price. If market price > circle rate, stamp duty is paid on market price. If market price < circle rate, stamp duty is paid on circle rate (and the gap becomes 'deemed income' u/s 56).

2024 revision highlights

Haryana revised Gurgaon circle rates 10–30% upward in July 2024 across DLF, Golf Course Road, SPR and Dwarka Expressway sectors.

Stamp duty and registration

7% for men, 5% for women, 6% for joint ownership. Registration fee capped at ₹50,000.

How to use circle rate in negotiation

If a builder quotes below circle rate, walk away — the differential is taxable. If resale seller quotes below circle rate, ask for the reason (usually a distressed sale).
